The Scientific and Technological Center "Composite Valley" was created in accordance with the Order of the President of the Russian Federation V.V. Putin. The Government of the Russian Federation adopted Resolution No. 26 of January 21, 2021 "On the establishment of the innovative scientific and technological center "Innovative Scientific and Technological Center "Composite Valley".

The initiator of the project is the Federal State Budgetary Educational Institution of Higher Education "Tula State University".

The mission of the Scientific and Technological Center "Composite Valley" is to create conditions for the accelerated development of the composite materials industry and the construction of an integrated innovation system that guarantees the scientific and technological superiority of the Russian Federation in the areas of the Center's activities.
